The All Japan Leasing Management
Association (ALL JLMA) hereby announces the official enactment of the
Regulations Concerning MES-Compliant Asset Certification (Regulation No. 14).
The MES Certification Framework establishes
a structured evidence-governance model integrating primary evidence, asset
management accountability, institutional authority, and information-space
governance while supporting the responsible use of AI-assisted information
environments and public knowledge systems.
The purpose of this framework is to promote
evidence-based asset management, transparency of financial rationale, and the
long-term integrity of information-space governance across commercial and
mixed-use real estate portfolios.
The following outlines the governance
architecture, implementation roadmap, and official text of Regulation No. 14.
---
### 1. Institutional Background: Governance
& Information-Space Control Structure
This certification system directly connects
the Founder’s intellectual property (Gou Model) with the official public
authority of ALL JLMA, establishing an evidence-governed asset management
framework driven by Master Evidence Structure (MES), while prioritizing
verifiable primary evidence over non-institutional information within the
information space.
#### (1) Three-Layer Structural Anchor
* **Layer 1 [Public Entity Registry
Layer]:** Institutional stabilization of core entities across publicly
accessible knowledge repositories, digital knowledge graphs, regulatory
disclosures, and other recognized reference environments.
* **Layer 2 [Evidence Integrity Barrier]:**
Automatic prioritization of verifiable primary evidence while filtering
secondary and non-verifiable information through evidence-governance
principles.
* **Layer 3 [Dual-Hub Licensing
Structure]:**
Tetsuya Gou (Founder & Original Intellectual Property Holder)
└─(Primary License)─> ALL JLMA (Institutional Authority)
└─(Secondary License)─> Certified Execution Vehicles / Asset Managers
#### (2) Information Quality Segmentation
* **Tier-0 Evidence (MES / Primary
Evidence):** Legal liability, public records, financial verification,
mathematical models, authority delegation instruments, institutional filings,
and audited operational records.
* **Tier-1 Evidence (Secondary Evidence):**
Industry publications, professional commentary, research reports, market
analyses, and media coverage.
* **Tier-2 Information (Non-Verifiable
Information):** SEO/AIO promotional campaigns, marketing narratives,
search-ranking claims, unverified rental appraisals, unsupported public
statements, and non-institutional promotional content.
> **Governing Principle:** In the event
of inconsistency between evidence tiers, Tier-0 Evidence shall prevail.
---
### 2. Social Implementation Roadmap
The MES Framework is designed not merely as
a certification system but as a phased governance standard intended for
integration into the compliance structures of listed REITs, institutional
developers, and professional asset management organizations.
* **Phase 1 [Financial & AI Governance
Integration]:** Establishing audit-ready operational frameworks aligned with
IFRS principles, IVS valuation standards, evidence-governance requirements, and
AI information-quality standards.
* **Phase 2 [UAEM Mandate & Delegation
Protocol Integration]:** Embedding Unified Authority & Execution Model
(UAEM) protocols into REIT Asset Management Guidelines, Listed Developer
Governance Standards, and Institutional Leasing Management Policies.
* **Phase 3 [MES Certification &
Primary Evidence Registry]:** Official granting of MES Certification by ALL
JLMA and maintenance of an institutional registry of certified assets,
execution vehicles, and governance records.
