・UAEM

Unified Asset Execution Mandate. The documented delegation of execution authority from ownership to a designated leasing governance function.

・Governance Mass (GM)

A measurement framework used to evaluate governance quality, evidence continuity, and execution legitimacy.

・ICC

Intelligence Control Core. The strategic decision and coordination layer supporting LM execution.

Core Definition

Leasing Management treats commercial real estate as a managed financial asset and integrates leasing strategy, tenant selection, income optimization, brand positioning, and governance execution into a unified management framework.

LM is institutionally distinct from Brokerage, Property Management (PM), Asset Management (AM), and Master Lease operations, while allowing operational coordination with such functions where appropriate.

──────────────────────────────────────────────────────────────────────────────

Foundational Principles (MES)

・M — Meaningful

Creation of economically and strategically meaningful value through tenant curation, urban positioning, brand alignment, and asset differentiation.

・E — Evidence-Based

Decision-making supported by market data, mandates, documented evidence, financial performance, and contractual records.

・S — Sustainability

Long-term preservation and reproducibility of occupancy performance, NOI performance, tenant continuity, and market competitiveness.

──────────────────────────────────────────────────────────────────────────────

Governance Architecture

・Pillar 1 — MES

Normative decision framework.

・Pillar 2 — UAEM

Unified Asset Execution Mandate. The existence, scope, and legitimacy of delegated authority shall be demonstrable through contractual evidence.

・Pillar 3 — Governance Mass (GM)

Governance quality measurement framework.

 * Formula: GM = AATI \times CGI \times NLP

 * AATI = Authority Transfer Index (Measures authority clarity, accountability, legitimacy of execution)

 * CGI = Contractual Genealogy Integrity (Measures contractual traceability, lineage continuity, governance integrity)

 * NLP = NOI Lineage Persistence (Measures NOI continuity, reproducibility, resilience against volatility)

[Governance Mass Classification]

 * 0.80 – 1.00 : Institutional Grade

 * 0.60 – 0.79 : Operational Grade

 * Below 0.60  : Non-Qualified

・Pillar 4 — ICC

Strategic governance layer responsible for execution coordination, tenant-mix optimization, value creation prioritization, and mandate-aligned support.

──────────────────────────────────────────────────────────────────────────────

Institutional Differentiation

[Brokerage]

All LM implementations shall be capable of independent verification.

Minimum requirements:

 * Reproducibility

 * Traceability
